Construction of boundary wall within my plot

I have a plot in panchayat. It is a bastu plot. On one side of the plot there is government road of 10 feet ( which is a mud road till now) I was constructing a boundary wall of height 4 feet after leaving 1 feet from the adjoint road and they stoped me by saying I have to leave 3 feet from the road for constructing the wall please help me out.
