Constructed windows on my side

My neighbor constructed windows on my side ,,now my house construction is on & I am blocking his windows ,as he promised to block when his construction was on,,now he is saying he will bring stay if I block his windows,now my construction is already went till second for,, he constructed his house without setback ,our both house had a gap of 8 ft ,he did not left any space..what should I do..

kindly confirm the location of property, whether it is building or mhada society. when he construct window does the society took objection for the same.
The gap of 8 feets between both the property how it is covered
