Common area usage in Co-Operative Society without members consent

I just wanted to check that In a Co-operative group housing society, can the committee members build anything in the common area without getting a consent from all the members. The common area is divided in 2 bhk and 3 bhk flats and the ratio for payments is also divided in the same parameter, then how can the members take the decision of equal rights for the same common area usage without getting a consent from each and every member of the society.

Committee members are appointed by every flat holders and it is the choice of cooperative society. The elected body can take decisions, however, in case the decision is harmful to any member, it should be considered by the Cooperative group housing society committee. Further, the changes in the common area should be as per the approved plan of the building, the space should not hinder the free movement of the society members and the movement of fire safety etc.
