College not giving my 10th markslist

Your college management has no legal right to hold your 10th class certificate to submit your passport verification . Your free due is unrelated to your certificate submission for your passport. Submission of the 10th class marksheet is just being kept for document verification. As per UGC and AICTE guidelines collages are cannot with whole the certificates for unrelated fee dues. Immediately write a letter to your college principal requesting an urgent return of your 10th class marksheet for your passport verification. It is unrelated to any pending fees the passport verification request for reference . In a legal way it is clear that educational institutions cannot withwhole the students Original certificate, mark sheets or other documents for non payment of fees. The court has stated that the educational institutions only to recovery dues through legal proceedings not by retaining certificates of a student cannot be withhold.

You have the right to access your 10th class marksheet, especially when it is required for official purposes like passport verification. If they still deny it, file a complaint with the District Education Officer or approach the consumer forum for deficiency in service.
