College is not giving transfer certificate

Myself gunasekaran recently I joined MBA in DG vaishnav college .after one month I decided to discontinue due to financial problem that we already paid 1.25 lakhs and balance 1 lakhs have to be pay.Due to financial problem I decided to discontinue when we contact the college they telling transfer certificate will not give to you untill you have to pay the balance fees for next year.and my doubt is now can I get the original documents without any payment?

hello gunasekaran, discuss the major demand every institution is demanding from the person who is the king of the state before the entire course of period, you don't worry it is very easy the law itself was the candidate that the institution should not refuse to give me or the mark sheet whatever it may be the original things with them so you can give the legal representation to the institution demanding your DC if not you can institute the case against the institution by filing writ petition at high court
