You can file a civil suit for permanent and ad interim mandatory injunction in the civil court of your area describing how this play school is creating non sense and court will also see if it is duly approved from MCD and then pass a stay order accordingly

It's advisable for you to first of all rather than going legally you should serve them a legal notice and in that notice you can write either stop all these harassment or face legal action which will be at your own risk. After that if they fails to give you a satisfactory reply then you can anytime send a complaint regarding your grievances in writing to the police station according to your jurisdiction.

You can find out if all necessary permissions are in place to run the school. If not then that can be made a ground to arm twist them. Alternatively you can file a case for permanent injunction which will bring to a stop the issues being unduly created by the school . However a reasonable start would be to first send a legal notice to the school through a lawyer. In most cases the opposite party avoids litigation and mends it's ways

In such case legal notice can be sent on behalf of all the neighbourhood . after a detailed analysis of the guidelines violated by the institution for operating school in residential area . and if the documents related to the institution are in order if not the existence of the institution can be challenged.
