In CAT orders, they have granted grade pay as per prayer but the order didn't mention about effective date.
Whether review petition to be filled in same bench or clarification petition to be filed?

You can file an application seeking clarification of that order in the tribunal itself. No need for a separate petition. That application can be filed under the same petition.
If you are not satisfied with the outcome of the petition, then you can file a review.

clarification petition to be filled before CAT and if that doesn't succedd then come before high court. but that won't be necessary as usually tribunal will clarify same with application only. hope this would help you out.
