Caste Certificate of Gond (ST category) on the basis of 1354 and 1356

I belong to ST community and got a ST caste certificate issued in 2013 in Uttar Pradesh. Now in MAU district caste certificate is no being issued by tahasildaar. I have 1354 and 1356 fasli nakal in which my forefather caste is written clearly as GOND. Can I file a court case and get the caste certificate issued on the basis of the above documents.
