Capitation fee and licence to practice

I would like to know if 1) a college is caught for admitting students in private college by giving donation and the student graduated from the college and is now working as a teacher.will his graduation certificate be terminated if the investigation point to the fact that he had paid donation for getting a seat in aprivate institution.is there any possibility that his graduation certificate be blocked or terminated and he can never work as a teacher anymore

Hi sir, as the law stands on the subject of bona fide individuals. the certificate of practice has been issued ? and has the college given a recognised seal under its letter head to that particular teacher ?
