Can we file PIL against PMJAY or MJPJAY

Through RTI I received reply from state and central Government that Packages derived in the yojanas has no strong basis 1.No SOP defined to treat particular disease2. No break up of packages I.e. percentage of amount allocated for stay, investigations. Doctors fees and medicines. Present packages are very insufficient to treat as per standard protocols of particular procedures or diseases. My question is 1.can we file PIL to bring stay on yojanas till proper SOP and break up of packages are defined 2. No FIR against Doctors or hospitals and no negligence charges if patient is treated under yojanas?
