Can we challenge panchayat's order

panchayat took a proposal without giving a chance of hearing against b in 1985. in 2014 same proposal against b. same proposal against b on 5/05/2015 . same proposal again was taken against b on 24/03/2016. appeal is pending in adj court civil. civilsuit has been decreed in favour of b. Q1.how this chance of actions of panchayat which impartially taking proposal. against b can be stopped? what legal remedies are open with b? can complaint be lodged to ACB for misuse powers of panchayat.?..
If the decree has been passed by the civil court in favor of B then such decree can be executed and panchayat cannot challenge such decree. You can file an execution petition in the civil court for the execution of the decree.
