Can private university block results based on absence of parents adhar

Can a private university running a professional course recognized by statuary body block the attendance or result of Its student for the want of parents adhar card or signature /character certificate despite student fulfilling the eligibility criteria laid down by the statuary body recognizing the course
Result or the attendance of the student cannot be blocked by the private universities recognized by statutory body if student duly fulfills eligibility criteria of the professional course .university has to mention specifically in their brochure/prospectus regarding any such conditions in it.But one needs to go through the prospectus clearly and any modification made by the university time to time.In a bid to curb the menace of fake degrees etc adhar card has been made mandatory by the ugc norms but university has to be specific about it and cannot at any rate cause hardship to student .
