Can I file case against lottery and video gambling machine parlor

Just wanted to know if it is possible to file suite against gov for giving license to video game parlor and lottery as I have lost a lot to manipulation with video gambling machines.
Gambling is a state subject and only states in India are entitled to formulate laws for gambling activities within their respective states.
In Maharashtra gambling is legal therefore you cannot challenge the government.
