Can I construct sports stadium on red zone land?

I am planing to construct sport stadium and searching for land. Land are very costly so I thought I wil buy red zone land and construction sport stadium .or I will lease government land and construction on it. Please give suggestion?
These zones are land use zones.
Yellow : Residential (however 33% commercial is permissible as per the by laws)
Green : Agriculture
Red : Public & Semi-Public
You will have to ask the concerned authority whether you can construct a sports stadium in such land or not. you can file a RTI as well to the concerned department asking them your query. which shall clarify your doubts.
