Can corporation delay in issuing a completion certificate to builder

Hello Team, 1) Can you please explain if local body or corporation can delay in issuing a completion certificate to the builder, if corporation is delaying the procedure of issuing the letter, what should a builder do ? 2) I also need to know is completion certificate and occupancy certificate is same or different documents ? 3) If a road widening work is in DP of local body then to develop that road as per DP plan is there any time limit that they should develop it, or they can delay it as much as they want ?
Builder can submit document required for OC or CC.
BOth CC and OC are totally different.
Doing work as per development plan is not governed by any time limit. Especially infrastructure like road as per fund availability it can be done.
