Can complain be given in MCD without disclosing the name

Sir I live in an unauthorised colony in South-East Delhi here the local people have occupied a placeholder on road which makes it very difficult for the vehicles to cross they have built a shed type cottage in which 24×7 someone is present, they even run illegal milk dairy and often tie buffaloes on road leading to spread foul smell, choking of sewers, breeding of mosquitoes and difficulties for the people present there whenever tried talking to them they everytime misbehave and use vulgar and abusive languages please tell me what should I do I'm totally disappointed and even sent complaint to the mcd officials which come and return not doing anything, I think they bribe them. Is it possible that I complain in MCD without giving my name making it confidentiality as they might again harm me. Please help as I fell totally helpless. Thank you
