Yes, just like no one can act as a Judge in his own case, similarly those defaulting in terms of paying maintenance and other dues of the Society, irrespective of the position they hold in the society or on its Managing Committee, they get debarred from voting rights in elections of the society. Society can curtail several facilities from being provided to those defaulting. Secretary's NOC if he is a Defaulter can be cancelled by other members on the Board of Managing-Commitee & they can initiate proceedings for the secretary to resign too as per the Society Bylaws & acting in due course of Natural Justice. Other Members on the Managing Committee can approach the Registrar of Societies to debar the Secretary from holding its position & to cancel the NOC already issued by him, to him, for him and in favor of his relatives on the ground of the Secretary and or his Relatives/Near-Dear ones' being the Defaulters.
