My court case is against irrigation department and it includes different offices of irrigation as different parties/defendants. 1. Can any one party give verification on behalf of all other parties if they have given their common WS??? 2. And can any officer of any rank can give verification(Pratidnyapatra) on behalf of whole department??? 3. In my case class 3 officer have given verification on behalf of all irrigation department in court case. is it right???

Your question is very relevant, firstly you have to check in proceeding whether the class 3 person is authorised by competant person to give affidavit before court. If such resolution is not filed on record he has no any right to give affidavit. If you made concerned authority as a party by name and designation, then such party has to give his affidavit by himself and not by any third person.
