Can another judge be requested for the hearing at High Cort

How to request that the matter be heard by another judge of the HC? Are there any repercussions for such a request?
Hon'ble High Court can only transfer cases from one court to another in case of subordinate courts and tribunals. High court can not transfer cases from one judge to another in the High Court Itself. However, the supreme court has the power to transfer the case from one subordinate court to another.

A judge can recuse himself from a matter only on personal grounds or personal relationships with the parties in the dispute. Requesting the judge to recuse without any good reason could amount to contempt.
