Can a son withdraw GPF money with the help of succession certificate

My father is missing since Sept 2016 from home.We have Reported a missing case at our police station and He has not been traced till now.. We are three brothers and our mother died when we were small. As we two brothers are studying,we are having difficulty arranging money.. Now we want to Fully withdraw the GPF money of our father. Father would have retired on May 2018. Can we Obtain succession certificate and withdraw the GPF money? Office people are asking for Legal heir Certificate which is not possible.
Succession certificate is required for movable property like GPF.meet the officer concerned and explain him .but I am surprised as to why you can't get legal heir certificate from Tahasil unless intend to debar some heirs from their due .it's not advisable .
