Can a review be filed in High Court against the writ petition order?

I filed a W.P.in the high court in 2003 challenging a revenue order dismissing my case on the basis of a G.O.prescribing limitation to settement pattas. W.P. in the high court was also dismissed in 2012 citing the same G.O. The land was a private land which was notified and taken over by the govt without mandatory notices to the owners or enquiry. The fact that the G.O.was not applicable to an original petition as in my case and applicable only in revisions and appeals was overlooked by the court. The writ appeal also dismissed on the same grounds in 2013. I feel there has been injustice due to lack of diligence and oversight by the judiciary. And apart from that I have got new documentary evidence to prove my title which was not available earlier. Can i file a review in the high court as i cannot afford the Supreme Court. Or can I appeal for a review to the Revenue Secretary of the State?

No, you cannot file a review in the High COurt against the orders passed by them. As the case was dismissed in the year of 2013 you are barred by the limitation act as well to file an appeal against the orders of the High court.
