Can a person apply for govt jobs have non criminal cases against him

If a person is booked under section 70c and 290 Ipc will he be eligible for government jobs?
If the case is pending and has not been adjudicated yet then you can apply as such a bar is not imposed by any government departments. However you will have to disclose about the pendency of the case while filling up the form and those things are generally taken into consideration during recruitment.
