Yes, government employees in India can generally create and run a YouTube channel, but they must follow certain rules and regulations to avoid disciplinary issues.

While there is no explicit ban on government employees having a YouTube presence or earning from it, they must ensure:

  1. No conflict of interest -Content must not relate to their official duties, disclose confidential information, or criticize the government.

  2. No misuse of official position -They cannot use their government designation, resources, or influence to promote their channel.

  3. Adherence to conduct rules -Central Civil Services (Conduct) Rules and relevant departmental guidelines must be followed.

  4. Prior permission -If the channel is monetized or involves substantial time/effort, prior permission from the competent authority may be required.

  5. Content restrictions -Avoid political content, criticism of government policy, or anything that could harm the dignity of public service.

In summary, while starting and earning from a YouTube channel is not outright prohibited, it must be done ethically, transparently, and within the limits of service rules.

You have to check with your department where you working. Legally, there is no bar to such video sharing. The nature of your video will be crucial. In India, usually government employees are not allowed to do other business simultaneously as per the terms and conditions of their employment. It would be better to take prior permission from your employer.

Any video made by a government employee is like his personal written book, so it's his asset, which is governed by the sales of his intellectual Property. Governments are not barred from carrying out their intellectual work and selling it unless it affects their regular functioning as a government employee, or the video (intellectual property) is a creation of a government employee for their employer. Hope I have answered your question.

Dear Sir/Ma'am,
This would depend on the terms of your current employment. Additionally, please note that there is a threshold limit on YouTube—until that is met, you do not earn any revenue from your uploads.
