Builder is not returning money

we have booked a flat in 2014 in nalasopara west chheda nagar but that builder sale the
flat to another person now we are asking for our money but hes not returning money to us hes telling if you goes to compaint you will not get money . we want our money back .
please suggest
Initiate a Civil suit immediately for recovery of money and also file criminal proceedings for cheating and criminal breach of trust and misappropriation. The property which is owed to you would have to be handed over to you, if that is not done you deserve to be paid the money. Failure to do so, entitles you to claim compensation as well.

in this situation you can take civil as well as criminal action address that builder.
first fine criminal complaint against the Builder.
