BSNL not vacating the building

BSNL rented out thir office and cell hone tower in our building.Its lease agreement got over by may 31,2015. Since the building is too old and we need to renovate, we requested them to vacate.Its been four years yet they have not vacated. Instead they are operating still.When contacted the officers they threatning that its a government office and we will never vacate. They even told if you go to court it would take more than 10 years to ge judgement as judges will support govt of India only. I am very confused and i will always send a mails,letters etc., continuously to all the BSNL top management. But yet there is no solution,
