Is a BSNL Default Notice After 10 Years Enforceable?

Hello, we had a BSNL broadband connection in the year 2008, and due to high bills, we shifted to another provider. However, we did not get it officially disconnected (we were unaware of the procedure). Now, in 2018, we received a BSNL Lok Adalat notice. This notice was brought to us very late, and we missed the date. On 22-01-2019, we received a further BSNL legal notice asking us to pay dues; otherwise, legal action would be initiated. We had not received any updates between 2008-2017. Can BSNL still ask us to pay Rs. 15,000 and initiate legal proceedings? How should we proceed, as we no longer have details of that connection? Does the limitation clause apply here? How do we resolve this?
Did you receive any bills since 2008? Was any security deposit paid by you? First, obtain a copy of the BSNL Lok Adalat notice received and provide a proper reply addressing their demands. If you have any relevant documents, annex them with your response through legal counsel. If the demand is legally enforceable, you may also check whether the limitation clause applies to your case.

You may be asked to submit a reply to the pre Lok Adalat notice BSNL, which you should do promptly. Attach all relevant case-related documents that you have.
