Bought second hand bike but it is financed how to get NOC

I bought a second hand bike from a local person. The bike was on finance and the seller was supposed to provide me NOC from the finance company. He took the cash and handed over me bike with all the documents in original and signed all the documents required for ownership. When i applied for RTO and called him for NOC his phone is switched off and he has moved from his house as well. I am not able to trace him as of now. I am not aware about the status of load and finance. RTO will not transfer the ownership until i get NOC from finance company. Need suggestion.
NOC for vehicle (Car/Bike) in Delhi -Documents required
1. Application on Form 28
2. Original RC
3. Upto date payment of Road tax
4. Crime Report of N.C.R.B.
NOC for vehicle (Car/Bike) in Gugaon & Faridabad -Documents required
1. Application on Form 28
2. Original RC
3. Upto date payment of Road tax
4. Residential Certificate (voter card/ passport/ telephone/electricity bill/ration card) etc. attach any two attested
copies
5. Valid insurance & pollution photo copy
6. Crime Report of N.C.R.B.
1. Application on Form 28
2. Original RC
3. Upto date payment of Road tax
4. Crime Report of N.C.R.B.
