you can request exemption from BLO duties by submitting a formal application to the District Election Officer (DEO) or the concerned authority. In your application, clearly state your position, the number of students under your care, and how performing BLO duties interferes with your primary responsibility of managing the hostel and ensuring the welfare of the students. Attach supporting documents such as your hostel appointment order and a student strength certificate to strengthen your request. If the Assistant Commissioner or Tribal Department is ignoring your application, you should escalate the matter to the District Collector or DEO and consider sending a copy to the Chief Electoral Officer (CEO) of your state. Under the Conduct of Elections Rules, 1961 (Rules 7 and 8), certain government employees, especially those responsible for children’s welfare, education, or hostels, are eligible for exemption from election duty. If internal requests fail, you can file a written representation emphasizing the conflict with your official duties and the welfare of the students, formally requesting the DEO or Collector to grant the exemption.
