Do I need any permission or any approval from municipal council if I wish to cover my land by only boundary wall or fencing wall
No you don't need any approval if the land belongs to you completely and there is no dispute of any sort over it.
However if suppose the boundary touches some unleased land, e.g. a park, forest reserve etc. then such permission would be required.
