Agreement of sale under self finance scheme with Housing Board. Advice

I have been allotted plot in Housing Board, under hire purchase Scheme due to non submission of Agreement of sale documents plot has been cancelled forfeiting the down payment. On representation it has been re allotted plot under self finance Scheme against final cost of payment. I have fina cost of the plot in 2007 and submitted Agreement of Sale. As per the agreement of sale clause 7 of the Agreement of sale the plot should be registered in favor of the allot tee. Before the payment of the final cost of the I made complaint the other party who submitted G.P.A and agreement sale and receipt of payment also made complaint to police and Housing Board. Knowing all these facts the housing Board issued letter for payment of final cost with particulars of my complaints. After payments the housing Board not given possession of the plot as per Agreement of Sale. During the year 2014 the housing board Registered the plot in favor of third party based on Forged documents of M.O.U and N.O.C
you need to file a civil suit or file a writ petition if the civil court jurisdiction is barred and you can also file a private complaint for forgery and other elements coupled with against that party under section 469, 470, 471
