After permission from Forest dept. neighbour not allowing to pruning

my neighbours tree is blocking my sun in winters my father is 91 years old and needs sun in winters he(neighbour) is not getting his tree pruned or letting us do so we have taken permission from mcd and forest but he does not allow them to do pruning. What to do now?
You take police help because you have legal permission from mcd and forest department, so your neighbor cannot stop you from pruning the tree. You give an application to police in this regard and I am sure police will help you.

You may file a writ petition in the high Court for directions to the mcd and forest Dept to make sure that the tree is pruned. The HC will issue notice and direct the depts to do the pruning and file there reports.
