A laptop showroom indulging in fraud

I bought a laptop last sunday from Mehta infotech Jalahalli Bangalore. This guy sold me a old laptop with mfg date as july 2020 which I observed after paying money and the new laptop does not have any company warranty so basically this guy cheated me. I paid Rs 28000 for the latop. This guy when Iam asking him to return money for laptop he is saying he will give me Rs 10,000. How can i take this guy to task. He is a pucca fraud 420.

Here you have two option
One you can file a cheating complaint
Or you can approch the consumer court

Since it is the matter of service better you approch the consumer court.

Before that conault any good computer eng. And confirm the actual defects and problem. He will prepare a report. On that basisi issue a legal notice to the vendor and ask replacement of the laptop with new one ans also seek damages /comeonsation.

If they failed to provide new one file a consumer complaint immediatly.
