1 . Yes , the adopted son has equal rights to claim Father's self owned property when the father passed away without settling the property.

the property being (your) self acquired property, you have the sole right to dispose it to anyone you would want to.
if the property is ancestral one yes, he can claim it through his children, otherwise he cannot.
