If the accused is avoiding summons or manipulating service through police, the complainant should immediately bring this to the notice of the court. The court may then direct alternate service methods, including affixing summons at the last known address or via publication in a newspaper under Section 65 CrPC. Repeated evasion may also lead to the issuance of a bailable or non-bailable warrant under Section 70 CrPC. The complainant may also file an application under Section 204 CrPC requesting strict compliance in serving process. Courts take such conduct seriously as it amounts to obstructing justice.

Well, if you have any evidence against the Police Officials, that, they have been managed and as such, have not been performing their duty for serving the Summons, you can either personally serve the Summons and report about their conduct to the concerned Magistrate!

if the notice issued or summons to the accused in the said case is not served of if police fails to do so then you can file when application before Court praying for showcase notice to that Police station or police officer asking the cause for delay in serving the summons to the accused person. show Cause Notice is the thing which you can issue against that police officer after Court order.
