Money lending on stamp paper as promissory note

When writing promissory note on stamp paper, on whose name stamp paper should be purchased in the name of either lender or borrower
The stamp paper must be purchased on borrowers name. Not in the name of money lendor. Promissory note and Bank Cheque also advisable. In case of non payment and the cheque bounced at the bank , its a criminal case. so, along with stam paper promissory note and bank cheque is good for money lending.
