Dear client,
You can recover the money from your friend if you have all the evidences in regard to your transaction. Now you can claim around 50000 as interest upon the 13000 and damages over the same.

If you have lent the money in good faith for his benefit without charging any unlawful interest, for helping him, then you can file a recovery suit in a civil court having the Jurisdiction to try the suit.
The Jurisdiction of a civil court varies from case to case, it depends on the amount of the suit or the amount of money that you are seeking to recover.
Since the money was lent in good faith n for his benefit, additional charges can also be added against such person.
further more can be field criminal suit also in various sections.
