Delay in collecting the Fee receipt. Can it be fined

Im from Karnataka. I paid my college fees online.receipts were printed 2 days later and went to ask on 1st day.then i went on 3rd day they are saying that you came late to ask for receipts and pay 500rs fine. Please tell me is this legal?
Delay in collecting Fee receipt is not illegal. You please convince the College authorities about the delay. In case if they refuse, please write to the Education Department or the university under whose jurisdiction the college functions.
