Punished for charge of Fail to report for duty

On 15 jul 15 at about 1545 hrs i telephonically informed my section incharge that as per weakly duty roaster i have night duty from 1930 hrs but i m frustrated and wil not able to perform night duty. He said Ok and detailed another person on night duty . Another person who performed night was my room mate only and got message at 1600 hrs and went for night duty . On 31 jul 15 i was charge trailed in short notice for offence that At 1930 hrs on 15 jul 15 failed to report for night duty at gate and given punishment of Reprimand. Was I absent as per law?

As per law whenever you desire for shift of duty, you are required to write an email to your boss thereby requesting for changing the roaster.

Accordingly on the basis of your approval, you can change your roaster. However we will have to still check with the rules of your appointment letter , then only we can advise whether you were absent or not.
