Petition to AFT for similar cases by ex-serviceman

Kindly intimate whether an Ex-servicemen can submit a petition directly to AFT for consideration for similar cases which has has already been decided by the AFT.
Hi, for the cases already decided, there are provisions of review. But, the rate of success in review cases are too low and in these circumstances, it is better to file appeal/revision in supreme court.
