Is only intention to indulge in any crime punishable in law

Hello sir, is intention to indulge is also punishable when the act of crime was not comitted on the ground and even when i accepted the guilt for that intention for any illegal means before the army court. Plz suggest me your precious advise duly mention the clause for the same, because i am innocent and also 17 others who also effected for the same. Thank you, regards
