Violation of guidelines of Supreme Court of India for passing in MBBS

Sir/Madam, we are the students of mbbs in DU. We have been failed on the basis of internal assessment but we have passed in all other aspects of examination. According to the judgement passed by the Supreme Court of India for passing in a subject in MBBS on 1st June 2007 in reference to case no 3883 of 2006, SCI made it clear that internal assessment marks cannot be clubbed with external(university) marks to ascertain whether a student has passed in a subject. But DU is saying that they have not implemented it till now. So can anyone guide us about how to make DU implement this rule and how much time will it take?

You may bring up a case in against the DU for not implementing the orders of Supreme Court of India under the contempt of court's order.
Besides this you can also flag the concern issue to the registrar of your university that is President of India and to the PMO as well because DU is a central university.
If you wish then you may also bring up this matter before MCI.
As far as time is concerned then that can't be ascertained at this moment of time.

You may need to initiate appropriate proceedings challenging their inaction in implementing the directions of the supreme court and challenging their action in failing the students contrary to the judgment of the supreme court. You may have to seek implementation of the rule through the court. The time involved will depend on the circumstances of your case.
