How to get back my original certificates from medical college

I dropped mbbs last year 2017,I attended only 2 months classes,I got a medical seat under pH quota,I troubling there because of some health issues,but now I wanted join bsc ,but they asked me to pay approximately 10 lacks rupees to rghus to get back my original certificates,so how can I get back my original certificates with out paying full fees????
How can you think of depriving the institution of its legitimate fee by posing many tricky questions Jf you had not joined the institution would have allotted the seat some other deserving candidate That another person would have the benefit of the seat. You have committed blunders over blunders. You may collect all papers whatever you have and contact your advocate for relief

For the purposes of this answer, I am presuming that the fees for the academic year had been paid. It is highly unorthodox that such an amount would be charged unless there are dues owed to the university that are outstanding.
It is advisable to examine the student handbook and whether you have made any undertakings from which such an amount would become payable to the university.
After which, a legal notice should be sent to the university directing them to release the certificates failing which legal proceedings will be initiated.
