Q: Extortion by police on highway NH14

We had parked at car at NH14, outside the white line marked on highway, me n my boyfriend hugged each other n he was without shirt because we got wet in rains, n the problem was we were behind the seat but we didn't do anything. Just hugged u each other. The police demanded to call our parents although we were 24 &23 in age. My bf agreed to call his parents but my parents were a problem as they were strict.He said we parked the car on highway, n demanded 5k from us. Is this the right way to do.
