Approach Road not being buuilt. what to do ?

We Bought a Land from Mr. A (Mr. A is having total land Size 10 Acres, we bought 5 Acres) on 05.04.2010, that land is having a Village road approach road. (Road Mentioned in Tahsildar Record, in other words an official approach road), My relative bought balance land (I.e. 5 Acres on from Mr. A on 25.03.2010 (10 Days before we bought our land), My relative is not having approach road to his land as our land is between his land and Road. 1) he has not taken any approach road from Mr. A. 2) we had paid full amount to Mr. A for our land. My Query is 1) are we liable to give approach road to our relative? 2) who is liable to give approach road to our relative? we are hindu.

my dear friend , your relative has A right of way but it is a discontinuous easement
you can charge for it .
