Who is an authorised person to issue traffic challan

I have been issued traffic challan by a sub inspector. To my little knowledge only a person above Head constable can issue challan. Please give me correct legal information What is my recourse - do I go to traffic police commisioner or which Magistrate.
A sub inspector is much higher in rank than a head constable. You will be required to appear in the local district court to pay the fine. Feel free to get in touch if we could be of any further assistance to you.
