How to get insurance in a motor bike accident?

I got hit by a bike while I was driving a honda activa. accident took place due to rash and negligent driving of the bike chap, that too he was on the wrong side of the road. all the people who gathered there including my relatives told me to dont lodge case against the defaulter as he was from the same village of myself and assured me that he will bear all my vehicle repair and medical expenses. I took my honda activa to workshop and got it repaired by settling the bills by the defaulter. but now he is refusing to pay for my medical expenses (my right hand got dual fractures, one on index finger and another one.on palm) which is around rs 5000/-. haven'nt lodged any case against him, now i'm in doubt to how to get the medical bills reimbursed as both of vehicles got repaired, so there is no scope of insurance amount. accident happened before two weeks. im a defence personnal and I have to go back to my unit on this 29 july. plz suggest any solution.

starting from the first moment after the accident happens:
• Statements at the accident scene. You should give them the other person’s insurance information and the names and contact information of any witnesses. Again, don’t admit any fault. Remember, these calls are often recorded. By law, the insurance company is supposed to tell that the call is being recorded, but to be safe, you should assume that every thing you say is being recorded.
