You can give notice to the promoter mentioning breach on their part and trauma you are suffering from the same..If he fails to resolve u can lodge police complaint (Criminal) n consumer (Civil) complaint..Recently Hon'ble court has directed the Police authorities to investigate the complaint against the builder withing 90 days as per IPC..

Dear Sir/Madam,
You can file a Complaint under Consumer Protection Act for seeking possession of your flat along with the damages that may have accrued to you. You can also register an FIR against the builder under Maharashtra Ownership of Flats Act. For further assistance, kindly get in touch.
