Company did not provide services as promised

The company charged me Rs. 4000 for providing bulk sms services and did not provide any. They provided a panel saying we could send sms through the panel but it did not work at all. We have been following up with the company representative who sold us the package  for a refund since over three weeks. She has multiple times agreed to refund in cash/cheque over sms, whatsapp and phone conversation. We are told that sms and call records are admissible evidence. Last week she even provided cheque details through which the refund was generated and turns out that those details were also bogus as there has been no refund reflected in our account. We wish to go to any extent to expose as we do not wish them to con any other individual and/or company. Please suggest what can be done
