Can I claim token amount after cancellation of booking

Buyer had agreed to buy my property and has paid Rs 1 lac as a token amount. However he has cancelled the deal on account of demonetization assuming property prices are going to go down. I have spent Rs 26000 as NOC charges and an additional Rs 10000 for getting possession letter in original , since the buyer had requirement of original possession letter. Now he says he wants Rs 1 lac with interest back . We have not signed any MOU as yet . May i request you to advise me on this.
Dear Sir/Madam,
You can request the purchaser to purchase the said property by informing him that you have incurred the amount of Rs 126,000/- on his acceptance to purchase the property, as you have complied with his requisitions raised by him/her for the sale of the said property and he/she is under an obligation to purchase the same, however if he declines to proceed further you can forfeit the token amount of Rs 1,00,000/- paid by him.
