Can builder builder refuse to return the money paid for stilt parking

I purchased a flat in chikloli Ambernath in 2012 and builder sell a parking to me 175000 and I purchase but now I said to builder give my parking money they r saying parking money not refundable and take extra money for transformer charges sir what can I do now Can I do complaint in consumer court How my money will get please reply and now rera act can builder sell stilt parking
firstly at the time of sale deed you are specifically stated parking issues
secondly you have receipt for parking issues you are eligible for filed a complaint against builder before consumer forum, before notice
thirdly in case there was no record or evidence , then you join the others flats holder and issues legal notice to builder and filed complaint against builder
